One of the biggest complaints about the IRS these days are the hold times when you try to call them. If you don't want to put personal information on to the internet, you can also fill out Form 433-D and mail it in to the IRS with the terms you want. If the IRS accepts your proposal, they will mail you back an acceptance letter. 

If all else fails, you can file a complaint with the IRS' Taxpayer Advocate.
