A Complaint is a statement that you are not satisfied with something. Here is a link to Merriam Websters online dictionary so you can see the definition of complaint.  

The best way to handle most complaints is to go to a manager or higher up. They will have more authority to deal with certain problems. Sometimes even if a representative wants to help, they don't have the power to do anything. 

HUD or Housing and Urban Development handles complaints about housing discrimination and bad landlords. They also handle land sales, fraud and waste. 

The Federal Trade Commission is a place where consumers can go to complain about a business. 

Identify Theft is one of the FTC's primary concerns. Here is an article about identity theft. Identity theft is when someone takes your personal information and uses it for financial gain. Thieves will use your social security number and birth date to open credit cards in your name or possible file a fraudulent tax return.   

The FTC enforces consumer protection laws that prevent fraud and deception. 

The FCC is also a place that a consumer can go to complain. They handle issues related to individuals in most cases and not businesses. For example the Do Not Call Registry is for people's home number and their personal cell phone. It does not cover a business line. 

The FCC is also where you can complain about and obscene program or broadcast. The rules regarding obscene programming relax after 10 p.m. The FCC has the power to revoke a station's license.
